This is how he explains it in an article published on his blog, where he points out that this week's security breach has not caught him by surprise, since it is not the first time that the app has suffered something like this. "Every time WhatsApp has to fix a critical vulnerability in its app, a new one pops up in its place."
According to Durov, all WhatsApp security issues work as rear doors, “holes” that at the same time no security specialist can verify due to the fact that the platform is not open source –Telegram yes it is, of course. “[…] Not only does he not publish his code, but he does the exact opposite: he deliberately confuses his application binaries so that no one can study them in depth.”
The founder of Telegram goes further and assures that deep down in the WhatsApp situation they are to blame Facebook and the fact of being in the "US environment", causing them to have these back doors open for the FBI:

Dúrov is aware that these "gaps" are justified by the organisms as a way of fight against terrorism, but criticizes that just as they are an open door for surveillance and preservation of the security of the population, they are for criminals and authoritarian governments, which is why WhatsApp is allowed in countries like Russia, where Telegram is prohibited – Pavel Durov recalls in his writing that he had to leave his country precisely because of this.
The manager also criticizes that the current supposedly safe conditions of WhatsApp are nothing more than marketing.
