The Government has formally launched the Data Spaces Kit , an initiative that aims to promote the adoption and use of data spaces by businesses and public administrations throughout the country. The regulations governing this program have been published in the Official State Gazette (BOE), thus enabling progress in the country's digital transformation and the consolidation of the data economy.
With a budget of €60 million funded by the European Union's NextGeneration EU program , the initiative is specifically aimed at organizations with a high level of digital maturity that wish to join sector-specific data-sharing ecosystems. The new funding package seeks not only to facilitate technical integration but also to boost competitiveness and innovation through the development of new services derived from the analysis and intelligent use of information.
Who is the aid intended for?
The Data Spaces Kit is aimed at private companies, public entities with economic activity, and public administrations that demonstrate advanced use of digital technologies and artificial intelligence. It seeks to promote the participation of stakeholders already familiar with data management and encourage them to leverage the opportunities offered by collaboration in so-called sectoral data spaces.
The goal is to break down the barriers that still hinder entry into these collaborative environments, whether they are economic, technological, or due to a lack of understanding of operations and regulatory compliance. The program falls within the framework of the Sectoral Data Spaces Promotion Plan, which also highlights the role of the Data Spaces Reference Center (CRED) as a support and driving force for these ecosystems.
Amounts and types of aid
The grant amounts vary depending on the level of integration and the entity's profile. Private or public entities with economic activity can receive up to €15.000 for partial integration into the data space, and up to €30.000 for full integration. Public administrations , for their part, can request up to €25.000 for partial integration or €50.000 for full integration.
These amounts cover costs associated with data preparation and publication, technological adaptation, and integration into digital exchange infrastructures. Access to the grants will be governed by a non-competitive system , with aid awarded on a first-come, first -served basis until the budget is exhausted.
Eligible data spaces and benefits
Only projects integrated into the sectoral data spaces included in the Development Plan will be eligible for the program ; for example, the National Health Data Space or those included in the Trusted List of Data Spaces prepared by the Directorate General for Data, as well as those established in future calls for proposals. Interoperability and security are prioritized in order to foster robust and effective ecosystems.
According to the Ministry for Digital Transformation, the integration of businesses and public administrations into these environments fosters greater innovation capabilities , the creation of novel products and services based on information processing, and a substantial improvement in the efficiency of internal processes and decision-making. This boost to data use contributes to strengthening the Spanish digital economy and enhancing the competitiveness of both the public and private sectors.
How to apply for and manage aid
The management of all processing and awarding of grants will be handled by Red.es , the entity attached to the Ministry for Digital Transformation and Public Administration. Furthermore, CRED will provide technical advice, supporting beneficiaries throughout the membership process and fostering collaboration within the various sectoral ecosystems. The program aims to facilitate both guidance and the implementation of actions leading to successful integration.
Eligible activities must be carried out after the publication of the terms and conditions in the Official State Gazette (BOE), while the application period is expected to open this summer . Interested entities will be able to register their applications and compete for these grants starting in October 2025 , provided funds remain available.
This regulatory and economic deployment seeks to lay the foundations for Spain to develop a sustainable, innovative and secure data economy , encouraging both the private and public sectors to move towards collaborative and secure data management models, which are fundamental to taking advantage of the rise of artificial intelligence and new digital technologies.
